It could be argued that the potential for improving the situation of children in Ireland has never been better. A number of factors combine to make this the case. These include the government's commitment to resource the full implementation of the 1991 Child Care Act, the introduction of the Health Strategy and the ratification of the UN Convention on Children's Rights. While the more cynical observers point out that such factors are no more than “paper realities’ the more optimistic among us view these as representing very real opportunities to improve the lot of children and families in this country.
