Abstract

The Kilkenny Incest Case, the case of abuse and neglect of Kelly Fitzgerald and the other current controversial inquiries taking place in residential centres has focused much public attention on the issue of child protection. It may seem to some that the more resources that are devoted to child protection the more unprotected children are discovered. This is, of course, due to a complexity of reasons, not least the fact that much of these resources are devoted to the identification and confirmation of the occurrence of abuse rather than to its prevention.
