Abstract
Barnardos welcomes the initiative taken by the Oireachtas Committee on the Constitution in reviewing Family Rights in the Constitution. The importance of this constitutional review and the opportunity to effect positive change in the lives of children, particularly the most vulnerable children, cannot be over estimated. In spite of a range of legislative provisions, policies, systems and services designed to protect children and to promote their welfare and development, there are many children who still experience threats to their development and whose lives are shattered by conditions of abuse, neglect, discrimination, violence, exploitation, alcohol and drug misuse and homelessness.
